Start with the address, because the store’s own website will send you to the wrong side of Texas’ largest metro. The About Us page on hharloquin.com still lists H. Harloquin at 117 West Oaks Mall in Houston 77082. The homepage, the mall’s own directory, and the shop’s Instagram all put it at Katy Mills: 5000 Katy Mills Circle, Suite 407, Katy 77494. Once you are there, the shop is easy to find if you know the trick. Katy Mills is a single-story racetrack loop — one full lap of Katy Mills Circle runs about a mile — and the store tells customers to park at 4C. Suite 407 sits next to Steve Madden Outlet, which the mall lists in Space 401A near Entrance 4 and Bass Pro Shops. Come in through the wrong door and you are walking a quarter of the loop before you see a gown.
This is not a prom-only store, and the calendar it works on says a lot about who walks in. H. Harloquin describes itself as a special-occasion shop dressing customers for prom, pageants, quinceñeras, sweet sixteens, homecoming, weddings, bridesmaids, debutante balls, charity galas, Marine Ball, Mardi Gras, cruises and anniversaries. In practice that means the racks turn over year-round rather than emptying out in April and sitting dead until fall.

Two labels list this store on their official retailer locators: Dave & Johnny and Jessica Angel. The shop’s own site organizes its inventory under designer tags for Jessica Angel, Jovani, Primavera Couture, Terani Couture, Divine and DQ. Sizing and stock in a mall boutique change constantly, so call (281) 558-4275 before you drive out for a specific designer or a specific style number.
How the shop works
- Special orders, by the store’s account, take three to five days — short for a formalwear order, but not something to lean on the week before prom.

- Staff photograph customers in each dress. The reasoning on the About Us page is that you need to look at yourself objectively before choosing, and that’s a fair argument if your teenager has already tried on fifteen gowns and lost track.
- The store makes a point that size charts differ between labels, which is worth remembering if you arrive certain you know your number.
Posted hours are Monday through Thursday 10 a.m. to 8 p.m., Friday and Saturday 10 a.m. to 9 p.m., and Sunday 11 a.m. to 6 p.m. — mall hours, which means a weeknight appointment after practice is realistic in a way it isn’t at a standalone bridal shop.

One honest caution: public reviews are split. Some customers describe the owner working directly with a teenager who had already given up on the day; others report problems with backordered special orders and refunds. If you order rather than buy off the rack, get the delivery date and the return terms in writing before you pay.
