Once you are there, the shop is easy to find if you know the trick. Katy Mills is a single-story racetrack loop — one full lap of Katy Mills Circle runs about a mile — and the store tells customers to park at 4C. Suite 407 sits next to Steve Madden Outlet, which the mall lists in Space 401A near Entrance 4 and Bass Pro Shops. Come in through the wrong door and you are walking a quarter of the loop before you see a gown.

This is not a prom-only store, and the calendar it works on says a lot about who walks in. H. Harloquin describes itself as a special-occasion shop dressing customers for prom, pageants, quinceñeras, sweet sixteens, homecoming, weddings, bridesmaids, debutante balls, charity galas, Marine Ball, Mardi Gras, cruises and anniversaries. In practice that means the racks turn over year-round rather than emptying out in April and sitting dead until fall.

The shop’s own site organizes its inventory under designer tags for Jessica Angel, Jovani, Primavera Couture, Terani Couture, Divine and DQ. One honest caution: public reviews are split. Some customers describe the owner working directly with a teenager who had already given up on the day; others report problems with backordered special orders and refunds. If you order rather than buy off the rack, get the delivery date and the return terms in writing before you pay.
