Eleanor exists because the federal government drew it up. In the mid-1930s the Resettlement Administration built a homestead community on the Kanawha River in Putnam County, West Virginia, on ground that had been part of Red House, and named it for Eleanor Roosevelt. The main street is Roosevelt Boulevard. Nandel’s sits at 98 Roosevelt, three digits down from the Putnam Career & Technical Center at 300, in a town the 2020 census put at 1,542 people.
The designer list is the reason the drive makes sense. Alyce Paris, Clarisse, Dave & Johnny, Jovani and Tiffany Designs all list this address on their own retailer locators — the same prom labels carried by stores in metros twenty times Eleanor’s size. A girl looking for a beaded Jovani ballgown or a Clarisse two-piece does not have to leave Putnam County to try one on.
What else is in the building
Nandels LLC was registered by owner Carla Flynn in May 2002, and the shop still runs on bridal as much as prom: wedding gowns, bridesmaids, and tuxedo rentals, which the Better Business Bureau lists among its categories. That last part matters in April — the dress and the date’s tux can be handled in one stop instead of two towns. The shop’s own listing on The Knot quotes designer gowns from $299 in sizes 2 through 30, and its Facebook page marks itself in the $$ range.
Alterations are worth a direct question at the register. One reviewer on WeddingWire wrote that the in-house seamstress was booked several weeks out and the shop referred her to another local one instead. For a May prom, that means asking about the alteration queue on the day you buy, not two weeks before.
Who is driving in
Putnam County has four high schools, and Eleanor sits roughly in the middle of them. Buffalo High — about 380 students, the Bison, navy and gold — is the closest, a short run up the Kanawha; Buffalo also holds a winter formal in January, so the shop’s dress season is not only spring. Winfield High is across the Winfield bridge on WV 34, the 1955 truss span now formally the Ross Booth Memorial Bridge. Poca High is downriver on WV 62 past Red House, Bancroft and Black Betsy. Hurricane High is south toward I-64.
The reach goes further than the county. Since the last four-lane section of U.S. 35 opened in 2021, there are 37 continuous miles of highway between I-64 at Scott Depot and Point Pleasant at the Ohio line, which pulled Mason County families much closer to the Winfield–Eleanor stretch than the old two-lane ever did.
The alternative is Charleston, 27 miles by road, where a David’s Bridal in South Charleston and a handful of independents make up the nearest cluster. That is a real option, not a hardship — but it is a metro trip, with metro parking, for the same Jovani gown.
