Grundy is small even by coalfield standards — 875 people at the 2020 census — and its business district is not where it used to be. After the 1977 flood put six feet of water through downtown, a federal flood-control project razed most of the old commercial strip, cut a shelf out of the mountain across the Levisa Fork, and rebuilt U.S. 460 high enough to serve as a levee. What replaced downtown is a three-story shopping center with a Walmart on its top floor. Elaine’s is on Riverside Drive, along the river in the county seat of Buchanan County, in the far northwest corner of Virginia’s coalfields.
Geography is the whole story with this store. Pikeville, Kentucky — the nearest city of any size — is 44 miles by road, roughly an hour each way. For a family in Grundy, Hurley or Council, gown shopping is either a stop on Riverside Drive or most of a day in the car.
What the store actually is
Elaine’s is an affiliated Jim’s Formal Wear tuxedo rental location, and the store’s own description there lists prom gowns, homecoming dresses, sportswear and tux rentals, with the owner saying she has been in business well over 35 years. Its Better Business Bureau listing adds shoes, jewelry, handbags, children’s clothing and wedding gowns. So: a general boutique that carries prom seriously, not a prom-only salon — and a couple can settle the dress and the tux in one trip instead of two.

The schools, and the change coming to prom night
Grundy High School enrolls a little over 350 students across grades 9–12 and plays VHSL Class 1 in the Black Diamond District. The county’s other three high schools are Council, Hurley and Twin Valley. All four are closing: the Army Corps of Engineers committed more than $92 million toward a consolidated high school at Southern Gap, set to open in fall 2026. School board discussion of the plan has turned largely on bus rides, one speaker citing an hour and 40 minutes.
The consequence for a dress shop is arithmetic. Four county proms become one, with every Buchanan County senior in the same room on the same night. Duplicate gowns go from a single-school problem to a countywide one, which is a thing to raise at the counter in January rather than in April.
Before the drive
Hours do not agree across listings: Jim’s Formal Wear shows Monday through Saturday, 10 to 5, closed Sunday, while other directories show an 11 o’clock open or a short Saturday. Phone ahead. This is a one-owner store in a town of under 900 people, and the same Saturdays in early spring are busy for everyone in the county at once.
