Paula Grant brought Cape Cod Formals to Charles Town in 2015. About four years in she was diagnosed with metastatic breast cancer, and she kept running the store through treatment. She died in 2019. In 2020 her daughter Melissa, who had worked alongside her as an assistant and had finished a business marketing degree at Shepherd University the year before, took the shop over. She is heading into her sixth year as owner.
The store tells that story on its own site, which matters here for a practical reason: this is a small, owner-run boutique in West Virginia’s Eastern Panhandle, not a chain counter. The staff is four people. Morgan Jones and Sarah Offutt work as stylists, Sarah also running the shop’s TikTok, and Amber Allan handles the front desk and scheduling. If you come back for a second fitting, you are dealing with the same person.
What the numbers actually are
Cape Cod Formals publishes its prom price range instead of making you ask. Gowns run $200 to $900, with the average dress listed at $550. Sizes go from 00 to 24. There is a separate under-$350 rack on the website, so the low end is a real category and not one leftover sample.

The no-alterations answer is worth planning around. Budget for a separate trip to a seamstress, and buy early enough to allow for it.
The brands
Ashley Lauren, Clarisse and Johnathan Kayne each list this store on their official retailer locators. The shop’s own catalog adds Rachel Allan, Alyce Paris, Ellie Wilde and Vienna Prom, along with Jim Ball jewelry and Benjamin Walk shoes. Pageant and homecoming are stocked as their own categories, not as a shelf inside the prom room, and the store says it supports the local pageant community and area schools.
Getting there, and when
217 W Washington St puts the shop on Route 51, the main east-west street through downtown Charles Town, a few blocks from the courthouse grid. Jefferson County has two high schools, Washington in Charles Town and Jefferson, and Washington alone enrolled roughly 1,380 students in 2023–24. Berkeley County families come down Route 9, and the store draws from the Loudoun and Frederick County side as well; Frederick, Maryland is about a 27-mile run on Route 340.
Hours are built around after-school traffic: noon to 7 Tuesday through Thursday, noon to 5 Friday, 11 to 4 Saturday, closed Sunday and Monday. There is no Sunday option, which is the thing most likely to trip up an out-of-state family.
Tuxedos and the timing on them
The men’s side carries tuxedos and suits, ties, shoes and pocket squares. Rentals arrive the Tuesday of the event week, with any balance due at pickup, so a date who is renting has a narrow window to try the jacket on and flag a problem. For weddings, the store asks for a consultation at least four months out and runs an out-of-town groomsmen program covering anywhere in the U.S.
Paula’s Path
In 2023 Melissa Grant started Paula’s Path, a nonprofit named for her mother that raises awareness of metastatic breast cancer and gives financial help to one family a year. It runs a 5K walk. It is a real part of how the store operates, not a line on a wall.
