Jane Bebita spent years getting contestants ready for the biggest stages in the world before she opened a gown shop. Her account on the store's homepage lists the Miss Universe Organization, Ford Models' Supermodel of the World competition and the Star Group's Leading Entrepreneurial Women of the World Awards. She prepared women for runways, television interviews, photo shoots and audiences with royalty, and the homepage tallies the results from her tenure.

Then she brought that training home to the Kansas City Northland and pointed it at prom. That history shapes the whole shop. The floor at tulle + dye is built around evening and pageant gowns, prom and party dresses, and the kind of fitting-room judgment that comes from dressing women under stage lights. KQ2 News in St. Joseph reported in 2025 that Bebita had moved the business back to the Kansas City area from Los Angeles and set up at Zona Rosa, the open-air shopping district at I-29 and Barry Road. The same report followed her to a one-day prom pop-up at the East Hills Shopping Center in St. Joseph, where she said she had brought about 250 dresses and still had many more back at the regular shop.
What hangs on the racks
The designers page could pass for a pageant coach's short list, with prom labels at the front. The shop names Alyce Paris, Amarra, Ava Presley, Johnathan Kayne, Jovani, Nicole Bakti, Primavera Couture, Sydney's Closet/Tease Prom and Tarik Ediz. Johnathan Kayne and Primavera lean toward the beaded, structured end that pageant girls love. Amarra and Ava Presley cover a lot of the trend-driven prom looks a junior wants in her photos, and Alyce Paris fills in the classic long gowns.
Accessories come from Eliza Benton Designs and Jim Ball Designs, so earrings and a statement piece can be settled at the same counter as the gown. If a style is not on the floor, the store can special-order it. Bring the designer, style number, size and color, and the staff will check the warehouse before ringing it up.
The mission statement also lists Quinceañeras, Bat Mitzvahs, Sweet 16 parties, performances, black-tie events and awards shows, with weddings mentioned once in the mix. For students at Park Hill High School, Park Hill South, Platte County High School in Platte City or Staley High School in the Northland, it is a prom shop first and a party-dress shop the rest of the year.
No twin gowns at the dance
The rule a prom shopper should care about first sits halfway down the store policies page. The shop keeps a record of every design it sells and the event it was bought for.
Nothing ruins a party faster than two girls wearing the same dress! If you make a purchase from the tulle + dye shoppe, you never have to worry about that happening.
That registry covers school dances and community functions, so it applies to homecoming and Sweet 16s as well as prom. Bebita's own blog also takes up counterfeit gowns, explaining how authorized designer relationships work and why the photos online are not always what arrives in the box. Final except for a manufacturer defect. An item brought back unworn, tags on, by the end of the sale day becomes store credit.
Layaway
A 50% deposit holds a gown, with the balance due within 45 days. The purchaser has to be 18 or older with valid ID.

Shoppers need an adult with them to try on garments.
Spray tan
None within a week of trying on gowns.

Cash and major credit cards are accepted. Checks are not.
The shop also posts special prom-season hours each spring and asks shoppers to call for them, along with any weather closures. Back in 2018 the store named a group of local young women its Tulle Time Girls, a nod to the Tool Time Girl from Home Improvement, to represent the shop in its marketing campaigns and special events as brand influencers. It is a small detail that says plenty about how much this shop listens to the girls who actually wear the dresses.
